Government Gazette WINDHOEK 1 April 2006 No 3615:  
 
(2) The following en-rout fees payable by the operator of an aircraft in respect of a flight undertaken within the Windhoek Flight Information Region, which shall be calculated to the following formula: 
 
(a) A minimum charge of N$ 40.00 for every flight 
 
(b) Flights with a MTOW of less than 5700kg: Y x (Square Root of (MTOW/1000)) x Q 
 
(c) Flights with MTOW of 5700 kg or more: (C + (D x (Square Root of (M-5700)))) x Y/2690  
 
(2.1) The values of this section are replaced by Government Gazette WINDHOEK 20 November 2006 No 3741:  
 
Note: No en-rout fees shall be payable in respect of any Aircraft engaged in a flight which commences and terminates at the same airport for training purposes. In addition, no en-rout fees shall be payable in respect of any aircraft engaged in a military, customs and police or search and rescue flight, or test flights to determine the serviceability of aircraft systems or flights ordered by the Director of Civil Aviation. 
 
(3) The following Terminal Control fees, payable by the operator of an aircraft in respect of a flight terminating or, undertaken within any Terminal Control Area (TMA), which shall be calculated to the following formula:  
 
(a) Flights with MTOW of less than 5700kg a minimum charge of N$ 27.64 or based on the formula below, whichever is higher for every flight in the TMA: (S(M-2000))+27.64  
 
(b) Flights with MTOW of 5700kg or more, a minimum charge of N$ 224.65 or based on the formula below, whichever is higher for every approach: (A+(B x (Square Root (M-5700))))  
 
(3.1) The values of A,B,M and S are for an aircraft which has engaged in a flight:  
 
(i) Where both the airport of departure and arrival of such aircraft are within Namibia: A=N$78.73; B=N$5.53; S=5.25/100; M=MTOW in kg.  
 
(ii) Where either departure or arrival airport of such aircraft is within Namibia and the other airport is within Botswana, Lesotho, Swaziland or South Africa: A=N$118.04; B=N$8.28; S=8.12/100; M=MTOW in kg.  
 
(iii) Where either airport of departure or arrival airport of such aircraft is within Namibia and the other airport is within any State other than those mentioned in subparagraph (i) and(ii): A= N$157.40; B=N$11.05; S=109,78/100; M=MTOW in kg.  
 
Note: The Terminal Control fees shall be 20 per cent of the appropriate Terminal Control fees as prescribed in respect of a helicopter or when a flight is engaged solely for the purpose of aircrew training. In addition, no Terminal Control fees shall be payable in respect of any aircraft engaged in a military, customs and police or search and rescue flight, or test flights to determine the serviceability of aircraft systems or flights ordered by the Director of Civil Aviation.

(2.1) The values of C, D, Q, M and Y are for aircraft, which has engaged in a flight-  
 
(i) where both the airport of departure and arrival of such aircraft was within Namibia: 
 
C=N$ 472.12; D=N$ 15.73; Q=N$ 0.12; M=MTOW in kg and Y=Distance in Nautical Miles  
 
(ii) where the departure or arrival airport of such aircraft was within Namibia and the other airport was within Botswana, Lesotho, Swaziland or South Africa : 
 
C=N$ 708.25; D=N$ 23.56; Q=N$ 0.16; M=MTOW in kg and Y=Distance in Nautical Miles  
 
(iii) where both departure and arrival airport of such aircraft was within Botswana, Lesotho, Swaziland or South Africa: 
 
C=N$ 708.25; D=N$ 23.56; Q=N$ 0.16; M=MTOW in kg and Y=Distance in Nautical Miles  
 
(iv) where the departure or arrival airport of such aircraft was within Namibia, and the other airport was outside Namibia, Botswana, Lesotho, Swaziland or South Africa and such aircraft was transiting the Windhoek Flight Information Region: 
 
C=N$ 944.30; D=N$ 31.48; Q=N$ 0.18; M=MTOW in kg and Y=Distance in Nautical Miles  
 
(v) where the departure or arrival airport of such aircraft was within Botswana, Lesotho, Swaziland or South Africa and the other airport was outside Namibia, Botswana, Lesotho, Swaziland or South Africa and the aircraft was transiting the Windhoek Flight Information Region: 
 
C=N$ 944.30; D=N$ 31.48; Q=N$ 0.18; M=MTOW in kg and Y=Distance in Nautical Miles  
 
(vi) where both departure and arrival airport of such aircraft was outside Namibia, Botswana, Lesotho, Swaziland or South Africa and the aircraft was transiting the Windhoek Flight Information Region: 
 
C=N$ 944.30; D=N$ 31.48; Q=N$ 0.18; M=MTOW in kg and Y=Distance in Nautical Miles
